STRATEGIC AIMS AND KEY ACTIVITIES
Strategic focus and direction of the organization has provided a foundation for the development and definition of pragmatic aims and intended deliverables during the lifespan of this strategy. WLAC intends over the coming five years 2011-2015 to accomplish the following strategic aims and key activities:
Strategic aims
(1)Access to quality legal aid services for needy women and children increased Strategic objectives: 1.1. User – friendly legal aid services provided
- Mobile legal aid services in hard to reach rural areas provided
- Hotlines legal aid services provided
- Data base for Legal Aid clients improved
(2) Desirable changes in Policies and practices for women and children rights advocated for
Strategic Objectives:
- Strategic Networking and coalition building for effective advocacy developed and strengthened
- Strategic advocacy issues identified and pursued
- Hard evidence on violation of women and children rights generated.
- user – friendly legal and human rights publications produced and widely disseminated
- A user – friendly documentation centre on women and children rights strengthened.
- Strategic litigation on violation of women and children rights undertaken
- WLAC participation in regional and international for a monitoring HR instruments improved
(3)Community’s knowledge and awareness on women and children rights rise
Strategic Objectives:
- Demand driven trainings on women and children legal and human rights provided
3.2 Use of media for women and children human rights education and awareness improved
Strategic Aim Four (4): Effective paralegal services for women and children rights formally recognized, supported and widely reaching the communities
Strategic Objectives:
- Standard curriculum and manuals for training of paralegal produced and operationalized
- Paralegal services across Tanzania increased, recognized and formalized
4.3 Organizational Development of paralegal groups, CBOs and NGOs strengthened
Strategic Aim Five (5): WLAC organizational capacity and sustainability to manage its programmes strengthened

Strategies
To accomplish these strategic aims, WLAC will make use of diverse strategies. These comprises ways, means and tactics that will be used to help achieve the intended objectives. Such strategies will include, but not limited to, the following:
- Establish and strengthen good working relations with Members of Parliament, the Judiciary and the government at all levels
- Develop and maintain good working relations with the media
- Establish good working relations with law enforcers
- Facilitate establishment of strategic relations between the police, courts and paralegals in target districts and communities
- Broaden the constituency to amplify voice and inculcate resilience for influencing policy and practice
- Develop strategic relations with journalists for increased reporting
- Identify and capitalize upon an emerging corporate social responsibility window for resource mobilization
- Expand and strengthen WLAC membership to serve as friends of women and children legal and human rights
- Capitalize upon Information Communication Technology to enhance efficiency and effectiveness in advocacy and service delivery at large
- Establish and strengthen relations with law enforcers, academic and research institutions
- Develop, regularly update and capitalize upon a diary of strategic events at local, regional and international levels.
Key activities for specific objectives/deliverables Specific deliverables will require implementation of specific activities. Some key activities which WLAC will implement include but not limited to the following: 1.1User- friendly legal aid services provided Key activities:
- Prepare legal documents for the clients
- Facilitate reconciliation between clients
- Coach clients for self court representations
- Represent clients to courts
- Provide clients with legal aid materials
1.2 Mobile legal Aid services in hard to reach rural areas provided Activities:
- Identify hard to reach rural areas for outreach
- Identify hard to reach rural areas
- Conduct meeting with rural leaders.
- Provide legal aid services.
- Procure and disseminate legal aid materials
- Conducting refresher training for lawyers on drafting and Alternative Dispute Resolution Skills
1.3 Hotline legal Aid services provided Activities
- Provide legal advice.
- Prepare and operationalise the questions tracking tool for hotline services
- Conduct refresher training for lawyers on communication skills and demand driven legal aid training
- Conduct bi-monthly information and experience sharing meetings on legal aid provision
- Identify and regularly engage hotline discussants for legal aid provision
- Procure and avail demand driven reference materials for hotline discussants
1.4 Database for legal Aid clients improved Activities:
- Design and maintain a database for legal aid clients
- Design and make use of data capturing instruments
- Conduct training for legal officers and paralegals on data capture from legal aid clients
- Conduct training for legal officers on data-base management
- Produce customized information from the data base to support advocacy and related work of the WLAC
Strategic Aim 2. Desirable changes in Policies and practices for women and children rights advocated for active advocacy developed and strengthened Activities:
- Identify both local and international influencing opportunities
- Establish and regularly update a database of key contacts for influencing at various levels.
- Identity & develop a good working relation with like minded organization.
- Attend strategic meetings, forums at local, national, regional & international level.
- Share advocacy related materials & publications with key advocacy partners.
- Organize strategic advocacy meeting or debates/ dialogue with key partners.
